Registration and Licensing of Pets
Dogs, cats and other animals provide great
companionship, but owning a pet involves a lot of
responsibility.
The city wants residents to enjoy their animals while
maintaining peace and quiet in our neighborhoods,
protecting property and providing a safe environment for
residents and pets.
The City of Highland is
reminding every owner of a dog over six months of age to
annually register their pet with the city clerk.
The municipal code states
registration fees shall be paid annually on or before
the last day of February.
The cost for a tag is $3.00 for all males and
neutered females and $6.00 non-neutered females. A $5.00
penalty fee for late registration will be accessed if
not renewed by March 1st.
Ordinance #335 was passed by the City Council on
May 13, 1987 prohibiting the keeping or harboring of the
"pit bull" breed or any other breed of vicious dogs.
Pit bulls are totally illegal within the city limits.
Upon registration, the
owner shall present a current, completed certificate of
immunization against rabies.
If you registered your pet last year at City
Hall, the city clerk may have the expiration date for
the rabies immunization.
The City also has a leash law for dogs. It is the
responsibility of the owner to have his dog on a leash
or tied up on his own property and can not be running at
large. Any dogs caught running at large can be
taken to a nearby animal shelter and the owner will be
responsible for all boarding costs and will be charged a
$25 fee at City Hall before the animal will be released.
Should your dog be running at large a ticket may be
issued by the Police Department.
